It would have cost too much. The reason I was willing to throw the $30-$40 or so at this (there's leftover plushies not in the picture) was Walmart carrying most of these for $0.25-$0.75 each on clearance after Valentine's.
Only these 3 windows are covered. Inside the car there's cardboard, a couple of sticks, and a couple of boxes holding the plushies in the picture in place. It would have cost too much to get enough to fill the car solid.
She's keeping a couple of the teddy bears, but the rest are going to donations.
